The European Union (EU) Council of Ministers has approved a revised list of duty-free quotas for textile finishing and other chemicals, whose production within the EU is insufficient to meet demand.

The quotas cover dye chemicals, such as titanium dioxide – this quota, for instance, will remain in place until a mandatory review, due by 31 December 2022. It also covers dye chemicals 4-Hydroxybenzyl – whose review will be staged this December (2019); and cinnamaldehyde – review deadline December 2022.

Also on the list is the flame retardant Hexabromocyclododecane (HBCDD), which was banned in most applications in 2016 but is still permitted in some applications of expanded and extruded polystyrene.
